(1) The committee shall identify the land required for living and farming by the freed workers and recommend it to the ministry. The place, lot number, four forts, area and the number of free workers who can be settled on such land should also be mentioned. The land deemed suitable should be recommended:-

(a) In the name of Government of Nepal, Government Company, Committee constituted by Government of Nepal, Commission or Committee constituted under the Development Committee Act, 2013 Land registered but not used by the Government of Nepal, such company, committee or commission,

(b) Public or government land that is not a forest,

(c) land in community or other forest areas without dense forests,

(d) river banks and river borders public or government land which is subject to allotment,

(e) public or government land bordering on the land of any person,

(f) land once distributed to the free earners and retained in the name of the Government of Nepal in accordance with Rule 10.
